
Modernization of the Citizen Portal for Cepanim Beneficiary Management
Rootstack modernized and extended an existing citizen portal to support the
management of the Cepanim program, incorporating new business workflows,
data structures, and security controls.
About the Project

The client is a public institution responsible for formulating Panama's economic and social policy, managing public finances, and administering state resources to support government programs.
Following the implementation of a registration portal for a previous program aimed at retirees and pensioners, the institution needed to reuse and evolve the platform to manage Cepanim, a new certificate designed to compensate for previously unpaid interest.
Rootstack was selected to carry out this evolution through a progressive modernization approach, leveraging the existing infrastructure while maintaining the security, stability, and traceability required to manage sensitive citizen information.
Challenge
The institution needed to adapt an existing production system without affecting its current operation. The main challenges included:
- Incorporating new business workflows and data structures for Cepanim.
- Ensuring the security and accuracy of sensitive financial and personal information.
- Correctly differentiating the benefits and rules associated with existing and new programs.
- Managing complex cases, including applications submitted by relatives of deceased beneficiaries.
- Maintaining an accessible experience for a diverse population, including older adults.
- Avoiding a complete system rebuild in order to reduce risks and leverage the existing technology investment.
Our Solution
Rootstack designed and implemented a controlled evolution of the citizen portal using a progressive modernization approach that allowed the Cepanim capabilities to be incorporated into the existing technology foundation.
The team analyzed the architecture and business logic of the original portal to identify reusable components and areas for improvement. This allowed the system to be extended without affecting the experience of existing users while reducing the risks associated with changes to a production platform.
The business logic was redesigned to incorporate Cepanim-specific rules and workflows. The platform can now differentiate between benefit types, execute specific calculations and validations, and maintain consistent beneficiary histories.
Rootstack also carried out a refactoring and expansion of the data model, incorporating new attributes and relationships to support additional financial information, maintain complete traceability for each application, and preserve compatibility with historical records.
The solution strengthened security and user management through secure authentication, access controls, identity validation, and mechanisms to protect citizens' personal and financial information.
To digitize the application process, dynamic and adaptive forms were implemented to guide users step by step. These forms include automated validations to reduce errors and adjust the workflow according to the applicant's profile.
The platform also includes mechanisms for managing special cases, such as applications submitted on behalf of deceased beneficiaries. It supports differentiated workflows, additional documentation when required, and the flexibility needed to comply with applicable legal and administrative requirements.
Finally, Rootstack optimized the citizen experience through a clear, accessible, self-service interface that allows users to complete the process online, reducing the need for in-person procedures.
The solution was developed using Laravel, PHP, and MariaDB, providing a stable, secure, and scalable foundation capable of evolving according to the institution's future needs.
