Process management and document management applied to the digital transformation of procedures

Introduction

In public administration and any organization reliant on case files, administrative procedures, and approval workflows, time is the most contested resource. Whether it is a citizen applying for a license, a company requiring a permit, or an internal department awaiting authorization, the frustration is the same: not knowing why a request is moving slowly or who is currently handling it.
This document explores how two technological disciplines—Business Process Management (BPM) and Enterprise Content Management (ECM)—work together to eliminate the idle time that currently accounts for the bulk of the duration of administrative procedures. Drawing on Rootstack’s experience supporting digital transformation in public and private institutions, the text details where these delays occur, the individual and combined contributions of each technology, a concrete use case, the market trends driving this shift, and the key factors an entity must define before launching such a project.
Administrative procedures do not drag on solely due to slow execution by institutions; most of the time, they are prolonged because case files are simply sitting idle. They wait for documents or folders to be moved from one unit to another, for someone to notice a file has arrived, or for a key stakeholder to submit a missing document, among other scenarios.
Document management and process management directly address this idle time, aiming to reduce it and streamline workflows. The goal is to provide end-users with faster processes and shorter waiting and processing times, without compromising the importance of traceability and readiness for future audits.
